New Jersey Urban Enterprise Zone Program
Proposal for Zone Assistance Funds

City of Pleasantville
RAILROAD IMPROVEMENTS PROJECT

The Urban Enterprise Zone Assistance Fund is to be used for the purpose of assisting qualified municipalities in which enterprise zones are designated in undertaking public improvements and in upgrading eligible municipal services in designated enterprise zones.

PROJECT DESCRIPTION

This project will fund nine construction elements in three phases: 1) two elements of the Cambria Industrial Tract/Main Stem Rehabilitation phase; 2) four elements of the ACAT Center phase; and 3) three elements of the Rehabilitation Main Stem phase. To match the funding commitment letter of NJDOT, phases 2 and 3 will be combined in the budget summary and there will be no state matching funds for a rail crossing – which NJDOT does not fund through the Freight Rail program.

The project will also provide to the UEZ the professional services needed for project management, legal review of contracts, easements and other services that may be required, and a final economic analysis of the job multiplier effect and economic benefit to the UEZ.
